VVF (CICF) Application Question

    Hi All! Question for everyone...if a family is renting a home and a crime is committed in that home (homicide), and professional clean-up is necessary to remove bio-hazardous materials such as brain matter and blood; who submits the claim? The family had/has no money. They had to relocate for a few weeks with relatives while the clean-up took place. The landlord hired and paid the professional company to complete the clean-up, but VVF is saying he is ineligible for an award, because he is neither the victim of a crime or the parent
    or guardian of a minor victim. The landlord used his homeowner's insurance and out-of-pocket funds to pay for this.

    I know in the past (years ago), I had a similar situation, but I can't remember how I handled it.

    How has everyone else handled this situation with similar circumstances? Thanks for all the input!
